So, the second dude’s argument is that if the city doesn’t hire his company to guess how much the water system is leaking (using AI, no less), then it has a governance problem. In fact, it’s a no-brainer to go for the top notch guesses rather than, say, installing low-flow toilets.

Not being an expert, I’d have guessed that good governance meant replacing crappy pipes before they break, especially the really big ones.
